I listened to Seth Green on the commentary track of a "Greg the Bunny" episode and he said that Fox withheld an episode of that show to prevent the rights from reverting back to the creators — it kept the show from moving to another network. Maybe something similar is happening to Tru Calling. Withholding one episode might allow Fox to retain the rights and just sit on them.
